Are there any official rules about 1 vs 1 melee duels after all charge when theres one player left on one team? Are they to be always allowed when that player asks for them because that is "honorable", to be considered delaying because only one player of the larger team is fighting, or is that up to admin?

There are no rules regarding it. Players can choose to honour an agreement or decide to stab someone in a 1v1 in the back. It is unlikely anyone will ever start enforcing rules regarding it in the future.

Ive seen people slayed for interfering in a 1 v 1 before, guess its just up to the admin who is in charge.

It's mostly the circumstance and the meme. It's not something that always happens, but if there's one guy versus like five or six, and they look to be a decent memer, I'll occasionally slay someone if they interfere in the duel. Really is just down to the admin and the mood they're in.

Basically, don't rely on it, but take advantage of it if it happens.

It also depends on the player, if its two regulars in a nice little duel at the end of a round, everyone else watching apart from one person who tries to get a free kill then admins will more likely do something than say if all 5 people tried to attack the one player even if they were trying to duel someone.
