It increases the luminosity. I'd take it as it gives a better and more natural representation of what our eyes can interpret in real life and tries to replicate it in videogames, movie, w/e. The HDR setting on my phone take a bunch of photos instantaneously with different lighting and then combine the pictures, or  remove the bad versions. However, sometimes even technology make mistakes. I usually ignore the setting on the phone since it doesn't really matter since I'm not trying to take professional photos and because my hands aren't steady enough. I got it on in-game and can't really tell the difference. My suspicion is that it might help increase the quality of shaders.

It's off on my settings for a more brighter look. With HDR on, M&B gets a bit more yellow colored but it's weird. It gives a more realistic look though.
